The following are the classes eligible for selection for free passage:

1. Married agricultural laborers, shepherds, herdsman, and copper miners, not exceeding forty-five years of age.
2. Single men, or widowers without children under sixteen, of any of the above classes, not exceeding forty-five year of age.
3. Single female domestic servants or widows without children under the sixteen, not exceeding thirty-five years of age.
4. Married mechanics (when required in the colony), such as masons, bricklayers and farriers, wheelwrights, sawyers, carpenters, &c. also gardeners, not exceeding forty-five years of age.
5. Single men of class 4 (when required) not exceeding forty-five years of age.

The emigrants under these regulation-personally in the case of single adults, and by the head of the family in other cases-must prior to embarkation, id required to do so, sign an undertaking (Schedule D) not to quit South Australia for at least the space of two years after arrival.

Candidates must find their own outfit, which will inspected before embarkation by an officer of the Land and Immigration Commissioners.
The smallest Quantity that will be allowed is for each male over twelve, six shirts, six pairs of stockings, two warm flannel shirts, two pair of new shoes or boots, two complete suits strong exterior clothing, four towels, and 2lb marine soap ; and for each female over twelve, six shifts, two flannel petticoats, six pair of stockings, two pair of strong boots or shoes, two strong gowns (one of which must be made of warm material), four towels, and 2lbs of marine soap.
N.B. If any difficulty is experienced in procuring good marine soap where the applicant reside, there will be ample opportunity for purchasing it after their arrival in the depot.

Two or three colored shirts for men, and an extra supply of flannel for women and children are very desirable. The quantity of baggage for each person over twelve must not exceed twenty cubic or solid feet, nor half a ton in weight. It must be closely packed in one or more strong boxes or cases not exceeding fifteen cubic feet each. Larger packages and extra baggage, if taken at all, must be paid for. Mattresses and feather beds, firearms, and offensive weapons, wines, spirits, beer, gunpowder, percussion caps, Lucifer matches, and any dangerous or noxious articles, cannot be taken by emigrants.

Candidates must not reckon upon passages, or make any preparations for departures, unless they receive notice that they have been approved on inspection. Persons cannot be received on board ship without an embarkation order issued by the Land and Immigration Commissioners, nor unless they are in a fit state of health for the voyage. Any false signatures, misstatements, or omissions to state a material fact in the candidates’ papers, or any attempt at deception whatever, or evasion of these regulation, will debar such candidates from all after consideration for a passage to this Colony ; and, in the case of false signature, will, moreover, render the offender liable to a heavy penalty under the passenger’s act. Failure to attend at the time, and place of embarkation, without having previously given to the Land and emigration Commissioners timely notice, and a satisfactory reason, or any insubordination or misconduct in the Commissioners depot, or on board ship before sailing, will subject the candidates to the loss of their passage.

All communication by intending emigrants to this colony are, until further notice, to be addressed, post paid, to S. Walcott Esq. Secretary to the Land and Emigration Commissioners, no. 8, Park Street, Westminster, London.

The certificate will have 12 months currency ; will be transferable ; and in no case will the contributor have any portion of the money paid refunded to him. But in order to prevent any injustice arising, through the non-emigration of any person for whose benefit the certificate was in the first instance obtained, the Land and Immigration Commissioners will receive, in Britain, any money balanced which may be required under the regulation, to entitle the person who actually claim under the certificate, to passages.

The emigrants under these regulations personally, in the case of single adults, of sixteen years upwards, and by the head of the family, in other cases must, prior to embarkation, if required to do so, sign an undertaking (Schedule D) not to quit South Australia for at least the space of two years after arrival.

Her Majesty’s Land and Immigration Commissioners will, after approved, issue embarkation orders to persons thus nominated, in rotation, in according to date of acceptance, so far as may be consistent with their sanitary precautions the proportion of young children proper to be embarked with adults in vessels regard being always had, also, to the current rate of government emigration to this colony.
